Description-First Suggestion-

Current:
1. An oper uses /samode #channel +whatever
2. * someserver.somenetwork.tld sets mode: +whatever
3. Users wonder wtf.

My Suggestion:
1. An oper uses /samode #channel +whatever
2. * someoper sets mode +whatever
3. Users know someoper did it.

If someoper feels the need to override channel modes without revealing it was them, I think they can use services or some other uline to do it instead of /samode.

-Second Suggestion-

Let opers with can_override use /samode instead of overriding /mode
3rd party modules

The point of can_override means don't have to use SAMODE - which means you are held accountable for your actions. SAMODE doesn't hold you accountable :P

The whole point of the can_override flag is to allow you do use /mode instead of /samode.
