I have a Bug when a user Registred have normal the User modes +irx
yesterday have a user registred and have the usermodes +irxsk this user is not an IRCOP only normal user

this is +ks from snomask only ircops have this modes

Can anyway fix this Bug?

this is not a bug. Those snomasks are allowed by non-IRCOps. please re-read the documentation.
