Services can be killed off completely by issuing /KILL ChanServ Bleh by anyone who has an /OPER block in the unreal config (only tested with SA/NA)

This could leave networks open to attack.
Steps To ReproduceLogin as an NetAdmin or ServerAdmin
/kill ChanServ blah
Additional InformationAdd KILL protection to any ULINE'd servers?

This is intentional - it's the way the server-to-server protocol works.

If a server (or oper) kills a user, services or otherwise, that user MUST be exited and re-introduced.

If you don't want opers killing your services,
DON'T GIVE THEM OPER!
