Summary0004063: Channel bans, and cloak prefixes
DescriptionWhen a channel ban is set with a cloak prefix, a user that is on a linked server with a *different* cloak prefix (but same cloak keys) that would match the channel ban can still join the channel.
Steps To Reproduce1) have two unrealircds linked with same cloak keys but different cloak prefixes
2) set a channel ban with the cloak prefix used on one server
the user should still be able to join the channel if they connect from the other server.

This isn't a bug. Linked servers require the same hiddenhost-prefix.
