Description-Dev.x.net- xxx changed the virtual hostname of xxx ([email protected]) to be sexy

Shouldn't this require there be at least one period in the hostname? Or is this the expected behavior of /chghost?

Well, 'localhost' is a legal host and has no dots ;).
I think the current behavior is OK.
If you toy with /chghost you can make it look like.. a lot of things. as long as it doesn't allow strange characters in it, it's fine by me.
