Summary	0001896: Use Nickname instead of "User" in newly created numerics
Description	Thank you for chaning all the Notices to Numerics, Codemastr. I only have one tiny request: Is it possible to use the Nickname of the User instead of "user" in the Numerics returned? I'm thinking of: "user is a network service" "user is a channel owner" "user is a channel admin" (Maybe there are others too...) Wouldn't it be friendlier to say "Codemastr is a channel admin"? :-) It would also make things more clear if people are setting more than one mode at once (I think...)
Additional Information	I thought it would be better to ask NOW as it's still new and would not yet "break things" (like that (in)famous "xyz is a secure connection"... oh well :-/)
