Summary0002359: nick change notices when after reciving a SVSNICK command from services
DescriptionWhen services issue a SVSNICK command, opers on the targets local server are not informed of the nick change, however, all remote opers are.

This assumes both opers have the SNOMASK of +nN
Steps To ReproduceServer A + B, services C

B

|- A

oper on both servers A and B
set snomask +sN on both opered clients

join a test client into server B

force services to issue a SVSNICK on the test user.

The opered client on server A is told about the nick change, the opered clint on server B is not.
