Summary	0001055: Shun does not allow users to part
Description	When a user gets shunned, he/she should be allowed to part a channel.

Ryan 2003-06-23 00:32 reporter ~0003051	Normally, shuns are supposed to dump all of the messages from a given host to /dev/null, making them unable to do anything. This is why /part does not work.
