Summary0001097: Bug with chanmode +u & multiple servers
DescriptionWhen i set a channel in +u, a non-chanop can see JOIN and KICK (Not PART)

An other bug: when channel is in +mu, only chanops who are on the same server of regulars users can see their messages
Additional Information[Syzop:]
JOIN/PART: local ok, remote shown (BUG).
KICK: both shown (BUG)
MSGS with +u: local ok, remote ok
MSGS with +mu: local ok, remote not delivered to chanops (BUG)

i've resolved this part of the bug: MSGS with +mu: local ok, remote not delivered to chanops (BUG)
