Summary	0001602: Add ability for NetAdmins (and/or Services Admins) to use (some) SVS commands without services RAW
Description	add an additional parameter to the if's on some select svs commands like Mode, Join, Part... (!IsNetAdmin) and it will allow the Netadmins to use the commands without having to do /operserv RAW <command> I've also done a little, teeny, hack on the svsmode module to instead of return NULL if no privs (!IsUline), now it returns a new raw i wrote (995 :Error on SVSMODE- You are NOT a ULine or a NetAdmin) -- though if ya'll write it in, it could be more user friendly =)
Additional Information	"Hacked" m_svsmode.c available to coders and reporters for study, if you wish to take a look. Just post a request or something and i'll make it public.

~~codemastr~~ 2004-02-28 00:30 reporter ~0005242	Definately NOT. SVS = "Services" that doesn't mean "services or netadmin" if you want to make someone join or part a channel, then use /sajoin, /sapart, and /kick. The SVS commands are and will remain Uline only.
