Description	- Added 90% of RC2 release notes. I thought, I should test the new features a bit, if I will find bugs :P Well, I get "[19:05:31] ••• (s) You are now restricted to talking in #virus: Advertising is not allowed [19:05:31] ••• (s) [Spamfilter] Heffer matched filter 'www.[[:alnum:][:punct:]]+' [PRIVMSG Rocko] [Advertising is not allowed]" That "[19:05:31] ••• (s) [Spamfilter] Heffer matched filter 'www.[[:alnum:][:punct:]]+' [PRIVMSG Rocko] [Advertising is not allowed]" only appears, IF NO one is in the defined virus channel.
