Summary0001650: notice bug
DescriptionWhen I'm doing a "/notice nick text" it's ok.
But when I write "/notice nick, text" is the same.
I tested with mIRC and bitchx too, so it's may not a client bug. I see it in the RC2 and younger versions too.
Steps To ReproduceWhen you see a user with nickname user1 then you write /notice user1, your text. And the ircd won't be saying that no such nick/channel rather sends the message to the user.

It's not a bug, it's a consequence of how comma-seperated lists work. It's because to get the nick it "reads up to the first , or the end of the parameter."
