Why an oper must /invite to join +s or +p channels?
I can think some reasons for +b or +i or +k
...but why on +s or +p ?

Because when you type /list it shows all channels if you are an oper. Therefore, an oper could double click one of those channels and join, without realizing that he/she wasn't supposed to "see" that channel in a /list. This is to make sure the oper realizes that the channel is +s/+p.

This is right.. but he can simply /mode oper -o and join the channel normally.
 
But if an oper is banned or the channel is key-locked or invite-only he can't do something like this (-o and join).

You are right, but the purpose isn't to keep people out, it's to make sure they know what they are doing.

An irc operator knows what he is doing and is generally a trusted user.

Well if you don't like it, why do you turn it on?? Assuming you are talking about OPEROVERRIDE_VERIFY which is undef'ed by default.
Could be me, but.. lol ;p

 syzop the only reason i'm asking to allow opers join on +s , +p channels without /invite is this:
Users can join normally to these channels without invite or something else.
So.. this is a restriction to Operators ONLY.. Is this logical? I think Irc operators should have only privileges no restrictions.
And generally irc operators are trusted users and it's not a problem if they can see / join secret channels.

Did you actually READ what I said?
You are talking about a feature that is **DISABLED** by default in include/config.h.
The reason the feature exists is because on some networks opers should be very coutionous due to the network rules (as codemastr explains).
