Summary0002041: Send snomask modes in umode strings
DescriptionIt would be nice to have the snomask modes send as part of the usermode strings.

Currently:
-> server.mynet.org MODE Stealth +s -k
<- :server.mynet.org 008 Stealth :Server notice mask (+cfFveGqsU)

Can this maybe added onto the umode lines like:
<- :Stealth MODE Stealth :+s -k

So the new mode line would just include the snomasks as a new param added to the end.

It would also break clients. Hence why it is done the way we currently do it.
