Summary0002326: OperOverride is possible even without the flag
DescriptionI got this notice:
[16:07:36] -blues.musichat.net- *** OperOverride -- StatBOT ([email protected]) KICK #m2o RosHappy (flood)

although StatBOT doesn't even have the can_override; flag
here's the oper block

StatBOT had @ in that channel and kicked a user which was in AOP. As there is no channel log available, I can't tell at the moment if that notice is just an error (i.e. StatBOT didn't actually override anything), or if that user had the +a (protected) mode and StatBOT kicked him anyways.
Steps To ReproduceI tried to reproduce this manually but didn't succeed yet.

"AOP" is a services distinction. The IRCd has no idea of this concept whatsoever.
