Summary0002398: [win32] /SAMODE - not setting +G/+j/+T under certain conditions
DescriptionWhile I was testing /SAMODE in 3.2.3-pre2, I discovered that it would not set +G/+j/+T unless the services-admin was in the channel and had chanops or greater. If this was not the case, a "Halfops are not allowed to set mode" message was sent.

I tried every channel mode (including +beI and +qaohv), and it appears to be only these three modes that are giving problems.

Those 3 modes are part of the extcmode system so things are handled differently for them. That would explain why it doesn't affect other modes.
