DescriptionIf we can add lines to them (motd, opermotd), why we can't remove or alter them using some ircop command?

Hmmmm. I think there's quite some difference between adding a line (and thus retaining existing text), and removing the entire MOTD.

Furthermore, if you're expecting options like 'edit line X, replace it with this' 'insert X before line Y' etc options, then no.. I won't implement that. If you want to do that kinds of stuff... then you should edit file, really.
The same applies to stuff like ADDLINE (which is even scheduled for removal, well.. moving to a module ;p)

Clearing, well.. I don't really see the benefits (more like downsides). I think ADDMOTD was meant so you could quickly add a rule or news item or whatever, but clearing would be... hmmm :P.

Also, as you might have noticed we only have ADDMOTD/ADDOMOTD, and not for those botmotd and all those files, furthermore... nowadays you have tld motd/... etc as well, oh and the rules file of course ;p.

I think editting stuff like this would be better off to using ftp/shell, or.. in 3.3*... using the web gui.

Ok, maybe motd removal/editing really should be done via shell, but what you think about removal last line of motd? for example some IRCOp, who hasn't shell access to the server, used /addmotd, but accidentally make some typo in the line, - now, without motd "editing" support he/she can't independently fix mistake.
