So, you want people to be able to join a channel but not see the conversations until they get voice. What use is it for someone to be in the channel then?
Sounds more like your channel should be +i in such a case.

As for all feature suggestions, could you give us one or more scenarios when you would use this?

well you might have a spammer and you dont want to put the room in +i but if they dont see much chatting or particular see bitching about the spam then they might be more likely to give up. pyschological effect. opal has that channel mode and he seems to like it. +i blocks all users..its an extra optional :P tool.

I have no plans to do this or to accept this in UnrealIRCd core. It seems very "niche". See above discussion.
Perhaps Gottem or someone else is interested in making such a module. If so, the module dev can request any necessary hooks at the bugtracker, as always.
