Add the ability to, when a spamfilter is hit, do a webrequest to things like DroneBL.
Would need to look at what type of webrequest, and some ratelimiting and safety measures, but it is a great idea.

I presume DroneBL would be open to receive such reports, right? From users with trusted api keys, that is.

Actually, DroneBL won't care what is calling their RPC, as long as there's no false positives according to their guidelines. In our case, this means properly crafted spamfilters.
I think other RBLs will have similar policy.

I'm ok with also having the option to manually report an ip directly from irc.
I currently parse the logs and report after.
