Summary0006473: IRCD is Constantly checking for changes on remote includes
DescriptionUnreal seems to be constantly requesting remote includes , Roughly every 15 seconds. This behaviour isn't visible in snotes or the daemon logs, but is visible in the access logs of the HTTP server used for remote includes. Even when the file changes, Unreal does not seem to react to it, but continues to poll anyways.
Steps To Reproduce(Presumedly)
Add a remote include in unrealircd.conf, Then view `/var/log/nginx/access.log` or similar of whichever server you are hosting the remote conf file.
Additional InformationThis seems to happen on all of my linux servers, But notably does not appear to happen on a server running through WSL. The local configurations for all of the servers involved only consist of me {}, allow {}, and link {}; All other configuration is either includes to the default .conf's locally, or remote includes.

Discovered to be an issue with systemd colliding with an already running unrealircd.
