Summary	0000816: /names #chan only works with -s channels
Description	Doing /names #chan when #chan is +s returns nothing, while /who #chan still works. /names #chan when #chan is -s works perfectly.
Additional Information	I had reported this previously about b14, but it seems it's still there for b15... or maybe that's because a couple of servers are still b14? RelID 1.1.1.1.2.1.2.29
